Kate Broadley is a highly accomplished human resources executive with over 20 years of leadership experience across the Queensland Public Service, specialising in human resource management, organisational change, and diversity and inclusion. Her passion for people and commitment to creating inclusive, high-performing workplaces has driven her success across a number of high-impact roles in major government agencies including the Queensland Fire and Emergency Services, Queensland Ambulance Service, and the State Emergency Service.
Throughout her public sector career, Kate held numerous senior and managerial positions, where she led innovative recruitment and workforce capability programs. She played a pivotal role in shaping workforce strategies that championed equity and inclusion, including the development of the first Aboriginal and Torres Strait Islander Traineeships for emergency service agencies in Queensland—initiatives that have had a lasting impact on workplace diversity and opportunity.
Kate’s academic and professional credentials are equally impressive. She holds a Master of Business Administration and a Bachelor of Arts, majoring in Psychology. She is formally trained and certified in a range of specialist recruitment and leadership methodologies, including the Targeted Selection® Behavioural Interviewing System, Lominger International Leadership Architect®, and is a qualified JEMS evaluator. These qualifications, combined with her practical experience, provide Kate with a distinctive capability to deliver strategic, human-centered recruitment and workforce planning solutions.
